Code Review
This pull request refactors the build configuration to move the is_minimal_linux check into a central pkgconfig usage, which simplifies the build files for glfw, linux, and testing. The changes are a good improvement. I've added one suggestion to further improve the new logic in engine/src/flutter/shell/platform/linux/config/BUILD.gn by reducing code duplication, in line with the repository's style guide.
