* no longer use the analyzer version shipped in the sdk * update all package versions to the latest

We don't need the version from the sdk anymore as analysis is now done via the analysis server (from the sdk vended into
bin/cache/dart-sdk).I ran
flutter update-packages --force-upgrade, which updated a whole lot of packages. It should unblock #17442 and fix #17473. Done as two commit to make my changes (in the first commit) easier to review.
