This pull request updates the Fuchsia logging subsystem to use the new fuchsia.diagnostics.types FIDL types, replacing the older fuchsia.diagnostics types. The changes are applied consistently across the build configuration, implementation files, and unit tests. This is a necessary update to align with API changes in the Fuchsia SDK. The code changes are correct and straightforward. I have one suggestion to refactor a unit test to be data-driven, which would improve its readability and maintainability.

There were some changes made in API level 28 to the fuchsia diagnostics types, which are preventing the Fuchsia GN SDK roll.
