This pull request raises the minimum supported Java version to 17. The changes update constants in DependencyVersionChecker.kt and gradle_utils.dart to enforce this new minimum. The corresponding tests are also updated to verify that Java versions below 17 now produce an error. The changes appear correct and consistent.
