Removed the 'bringup' flag from Mac_arm64_mokey task due to flakiness.

This pull request removes the bringup: true flag from the Mac_arm64_mokey run_debug_test_android CI target in .ci.yaml. This change promotes the test out of "bringup" mode, meaning its failures in post-submit will now be considered tree-breaking. This is done based on the assumption that the test is no longer flaky.

A lot of the flakes listed in #177384 (comment) are in December, while the fix for #178384 seems to have landed in November. Do we have reason to believe the fix did not take effect until recently? |
