What's new?

Windows windowing tests should no longer be flaky, so let's set bringup: false in .ci.yaml

Pre-launch Checklist

This helps anyone looking at this configuration file understand why this test was previously in bringup mode, aligning with the style guide's principles of optimizing for readability and providing useful documentation.
