Code Review
This pull request changes the behavior of --web-define. Previously, if a variable was present in index.html but not provided via --web-define, the build would fail with an error. This change modifies that behavior to instead log a warning and leave the placeholder in the output file. This is achieved by plumbing a Logger instance down to the template substitution logic and replacing the throwToolExit with logger.printWarning. The associated help text and tests have been updated to reflect this new behavior.
