Code Review
This pull request refactors _CarouselViewState to use CustomScrollView instead of a Scrollable and Viewport combination. This is a good simplification. However, there's a small issue in how the reverse property of CustomScrollView is calculated, which could lead to incorrect scrolling behavior in right-to-left locales. I've left a specific comment with a suggested fix.

We should add some unit tests to make sure no regression is introduced. Some cases can be checking the scrolling behavior when TextDirection.rtl, and TextDirection.rtl + reversed.
