Code Review
This pull request fixes an issue where the --print-dtd flag was not working correctly for web targets. The changes correctly propagate the DebugConnectionInfo for web runners to where the debugger list is printed, allowing the DTD URI to be accessed. A regression test has been added to verify the fix. The changes are logical and well-implemented. I have a couple of suggestions to improve code conciseness and consistency.
