This pull request updates the CI configuration in engine/src/flutter/.ci.yaml. It removes the Windows windows_arm_host_engine target, which ran on Windows. It also updates the Linux windows_arm_host_engine target by removing the bringup: true flag and setting release_build to "true". These changes finalize the migration of the windows_arm_host_engine orchestrator from Windows to Linux and promote it to a stable, blocking build.

In order to save resources on windows runners the orchestrator for windows_arm_host_engine is moved to Linux.
