This pull request adds a new performance test for macOS with Impeller enabled. The changes include adding a new CI target, a new test owner entry, and the test implementation file. To improve readability and maintainability, please keep the CI targets sorted alphabetically by name. This new target block should be placed after the Mac_benchmark complex_layout_scroll_perf_macos__timeline_summary target (currently on line 3842).

To improve readability and maintainability, please keep the test owner entries sorted alphabetically. This line should be placed after the entry for complex_layout_scroll_perf_macos__timeline_summary.dart (currently on line 256).
