You can write this more compactly using an if in the list literal:

nit: use a ...:
final List<String> kEmulatorLauchColdBootCommand = <String>[...kEmulatorLaunchCommand, '-no-snapshot-load'];

I would name this coldBoot
The cold boot option is only available for AVD.
