Picks up newer versions to get `android:exported` annotations that are required when building from the latest Android template. Manually rolls past flutter/flutter#99723 to validate in CI that this resolves the issue. Fixes flutter/flutter#101377

We're trying to figure out how dependabot would work on the context of this repo. Auto-updating everything, including major dependencies like the SDKs being wrapped, is problematic given our current level of automated test coverage. |
