This PR adds APIs necessary to instrument a TanStack Start app. Currently, these are just passthrough implementations. This allows us to publish full docs around those APIs and transparently change/enhance the underlying implementation.
The following APIs were added:
sentryGlobalServerMiddlewareHandlerto get access to middleware IDs for parameterization and params and so onwrapStreamHandlerWithSentryto get access to the req and res objects in time for parameterizationwrapVinxiConfigWithSentryto get access to the build config
