Make the rolling buffer strategies (
evalBufferandparBuffer) compositional, by not always evaluating the elements to WHNF regardless of the supplied strategy. Also remove the rewrite rules, sinceevalBufferWHNFandparBufferWHNFdidn't give any noticeable speedup in my benchmark.cc @treeowl
