microsoft#121)" (microsoft#125) This reverts commit fdf8296. This should allow us to investigate the effects of components of lurk-lang/arecibo#118 without noise. We can re-apply this later if we see it as an improvement.

Enables compiling to
wasm32-unknown-unknown, which requires conditionally compilingpasta-msmsince it doesn't support Wasm.If the
randcrate is desired for ease of use I can add it back in, but would have to conditionally compilegetrandomas shown in https://docs.rs/getrandom/latest/getrandom/#webassembly-support
