Fixes #172539.
I took inspiration from #85428 to only show one action at a time in the same place, making Expand All available when all items are collapsed.
Verified manually in a workspace with comments across two files and I mostly mirrored what was there for Collapse All, but I am not very familiar with the tree view APIs, so I hope I am using them correctly.
