Possible outdated mirror, missing latest PHP releases #137

Hello

Get-PhpAvailableVersion -State Release
returns outdated versions.
It queries same results on web: https://windows.php.net/downloads/releases/ which currently has PHP 8.4.16 as latest.

However, the newest releases (PHP 8.4.17) are available at https://downloads.php.net/~windows/releases/.
This causes Update-Php to report "no update available" even when a newer version exists.

Expected behavior: PhpManager should check both mirrors or use the correct/current source for latest releases.

Same with 8.3 and 8.5

Environment:
PhpManager version: 1.33.0
PowerShell version: 7.5.4
Windows 11
