Add changelog

As the OpenML package is now on pypi we need to keep track of all changes we do. Therefore, we need to move [this changelog](https://openml.github.io/openml-python/stable/progress.html) to a more prominent position and start using it. Also, we need to add 'update changelog' to the pull request template.
