The previous error message wasn't helpful to say the least. In general, this situation should only occur when the server makes a mistake (or the user is intentionally circumventing normal openml-python workflows). For example, this happened in our unit tests (because the test server has some issues) - but a useful error message will make it easier to track things down :)
