This bug caused configure to misjudges there is no getcwd on environments which has no libintl in its default library path, e.g. Mac OS X (see bug #76517)
The restoring of LDFLAGS has to be before PHP_ADD_LIBRARY_WITH_PATH, otherwise the LDFLAGS to find libintl would be corrupted.
This issue affects PHP 7.1 and later.
