Describe the bug

On windows, when opening Classify → Pixel classification → Create thresholder... the window for the tool is not tall enough to contain all the content. Additionally, trying to resize it will give the cursor change to the arrows when hovered over, but clicking and dragging doesn't work as you would expect. The window isn't resizable and there is no scroll bar.

To Reproduce

Steps to reproduce the behavior:

1. Go to Classify → Pixel classification → Create thresholder...
2. Click on bottom of the window and drag down
3. The window doesnt resize, nor is there a scroll option

Expected behavior

Window is either resizable or contains all content when opening
