Adds validation check on startup that:

  • Pull all repos marked as INDEXED in the DB
  • For each of these repos, validates that shards exist
  • If shards dont exist, mark the repo to be indexed

This handles the edge case where a user is using an external postgres server and they wipe their sourcebot cache. In this case, the repos are "indexed" according to the DB but no shards exist and the repos won't be reindexed until the next poll loop
