The package packaging-dev has been removed from Kali repositories. Thus, I inserted its packages in the apt install command.
For sbuild >= 0.87.1, the config file is now in ~/.config/sbuild/config.pl : https://tracker.debian.org/news/1588018/accepted-sbuild-0871-source-into-unstable/
