This is done on purpose as we believe the pre-commit configuration in the developers environment will/should be different than the one run in CI/CD.

the whole point of pre-commit is so you run exactly the same set of tools locally and in CI

you are confusing my users who are stumbling on this and having a bad / confusing time.
