This is currently in live testing.

There seems to be a large increase in the amount of time it takes for Cicero to respond to messages now - that'll need to be resolved before this is merged. Most basic commands seem to work, as does the ahelp and message relays. Other commands will need to be tested in the next few days before we merge.
