Here are the documented requirements from our meeting about long-term requirements for detecting and responding to fraud and abuse (specifically for Free namespaces that can use DAP, although potentially we extend these to other tiers as well).

Next steps:

1. Review - does this accurately capture the necessary requirements?
2. Resource - who owns the scoping of these requirements for LOE/feasibility and further definition where needed + implementation?
3. Who else needs to review these?
