Why

This project is mirrored to GitHub for use with Cursor, but all development happens on GitLab. To align with GitLab's standards for open source repositories, a few required files and updates were missing.

What

LICENSE: Updated copyright holder from GitLab B.V. to GitLab Inc. and updated the date range to 2025-present
CONTRIBUTING.md (new): Adds the required Developer Certificate of Origin and License section (as required by the handbook, matching the gitaly template), a note directing contributors to the GitLab repository rather than the GitHub mirror, and a Code of Conduct
CODEOWNERS (new): Top-level catch-all assigning ownership to @gitlab-org/developer-relations
README.md: Adds a "Contributing" section linking to CONTRIBUTING.md
