Bumping version on python-requests to distribute noarch rpms into pulp

Closes HUM-624

Rather than hard-coding all rubygems to a specific version, use the RPM for the version of Ruby that we are using.

Also adds a test to prevent multiple ruby versions from being pulled into the image.
