Update build recipe for Improvement Roll v1.5.1 (versionCode 14). Fixes the broken 1.5.0 build by:

• Adding --legacy-peer-deps to npm install
• Adding manual React Native JS bundle prebuild step (F-Droid doesn't run Metro)
• Installing OpenJDK 17 (required by newer Gradle)

Supersedes !34774 (bot MR with outdated build recipe that fails CI).

Adding fs and filepicker, so increased permissions for android.permission.WRITE_EXTERNAL_STORAGE is needed.

That's my mistake. I forgot to remove that from the manifest after cutting out the feature. I've removed the permission line and re-tagged the latest version of the repo. Sorry about that, and thank you for catching!
