KPM Franklin’s work on the UCP of Central Florida Osceola K-12 School Campus in Kissimmee, Fla. is a prime example of how unexpected infrastructure challenges require a blend of technical expertise, regulatory navigation and creative problem-solving.

Because the UCP of Central Florida Osceola Campus sits within a designated FEMA 100-year floodplain, water management was our top design priority. Our engineers incorporated a strategic cut-and-fill approach into the site grading plan to meet compensating flood storage requirements mandated by local and state regulations. Soil excavated from where the on-site stormwater management pond is located was utilized to elevate the school building and parking lot locations above the established FEMA base flood elevation.

This approach maintains a balanced cut-and-fill ratio across the site, minimizes off-site material transport and preserves the natural hydrological characteristics of the floodplain.

While designing the drainage plan in the overall site layout, our engineers discovered a significant obstacle. Recent survey documents showed a 12-inch clay sanitary pipe running directly through the site where the building was planned to be constructed

Our drainage plan design replaced the aging clay sanitary pipe by strategically rerouting a new and more durable PVC sanitary pipe through a dedicated easement on the east side of the property. The modern PVC pipe is designed to last up to 100 years, which is a 2x longer lifespan.
Relocating the live sanitary line also presented another challenge. Construction crews could not turn off the line because it serves the surrounding neighborhood. Crews utilized a bypass pump system to ensure that service to adjacent residents remained uninterrupted while the new PVC line was being installed.

ORLANDO, Fla., January 27, 2026 – KPM Franklin is pleased to announce the renaming of its land surveying and mapping department to Geospatial & Land Surveying, effective immediately.

The name change reflects the department’s commitment to evolving its service offerings by integrating high-tech terrestrial and aerial drone-based LiDAR, GIS data and spatial analysis, advanced 3D modeling and GNSS positioning and digital terrain modeling with traditional boots-on-the-ground field services that use manual, instrument-based observation methods to collect accurate positions, boundaries, elevations and topographic features at project sites.

“Our new Geospatial & Land Surveying identity marks a bold leap forward, bridging the gap between the time-honored precision of traditional surveying and the limitless potential of geospatial innovation,” said Jay Pulice PSM, vice president of survey operations and principal. “By uniting LiDAR, 3D modeling, GIS and GNSS, we are capturing digital intelligence that empowers our clients to visualize and navigate a complex world with unprecedented clarity.”

Robby Moon, CEO and principal, said the new name accurately reflects how the veteran leaders and core staff in the department have the experience and expertise required to meet the increasingly sophisticated technological demands in 2026 and beyond.

For the second consecutive year, KPM Franklin is proud to host the ACE Mentor Program of Central Florida at our Kissimmee office. Throughout the 2025-2026 school year, high school students meet biweekly with industry professionals to gain hands-on experience and insight into career opportunities in architecture, construction, engineering and other related areas of building design and construction.

Student teams work with professionals on hypothetical projects, tour construction sites and visit the offices of local architectural, engineering and construction firms.
