This usually happens for one of two reasons. First, if you have many menu bar items, macOS may hide Time due to lack of space. Try closing other menu bar apps or using a tool like Bartender to manage them. Second, check System Settings → Control Center → Menu Bar Only section and ensure Time is set to 'Show in Menu Bar'.
