Wisconsin Assemblymember, Former Connecticut Regulatory Chair and California Commissioner, and New York and Nevada Community Groups Say Cheaper Bills Are Possible Today

Washington D.C. – As more Americans struggle to afford what they need to live, investor-owned utility companies across the country are boasting about how raising energy bills helps them lock in billions in profits. In a press briefing organized by People’s Action Institute, local officials, former regulators, nonprofit leaders and policy experts made it clear that working families do not need to wait for the results of the 2026 midterm elections for their utility bills to come down.

“Americans are struggling to pay bills from their investor-owned utilities,” Blueprint for Affordable Energy Coauthor Mónica Mariko Embrey said. “Energy bills outpaced inflation, while investor-owned utilities are doubling down on more expensive fossil fuel infrastructure to maximize future profits.”

The Blueprint for Affordable Energy, launched during today’s press conference, prioritizes five solutions to bring relief to households struggling with affordability, the effects of the climate crisis, and public health challenges:

  • Protect working families by stopping shutoffs and utility debt, and limiting rate hikes to protect our most vulnerable families. 
  • Stop relying on fossil fuels because they’ve proven to be expensive, dirty, and unreliable. 
  • Build renewable energy because it’s proven to be cleaner, cheaper, and faster. 
  • Prioritize families, not Wall Street. States can take action by capping utility profits, making utilities pay their fair share, and make utilities pay for blowing their budget when they are overspending on infrastructure. 
  • Build the energy system of the future. Data centers and infrastructure overbuilding drive up utility bills, and keep fossil fuel infrastructure online longer than it’s needed, forcing working families to unfairly shoulder these costs. States should enact policy guardrails to stop utilities from boosting the price tag of upgrades so they can raise rates for consumers, end blank checks from state governments and make big tech pay their fair share. Additionally, states must consider cross-cutting policies, including alternative financing, public power, and increasing transparency and oversight. 

“We stand at a pivotal moment in our nation’s history as tech billionaires seek to impinge upon our communities and our natural resources with AI and data centers,” Wisconsin State Assembly Rep. Supreme Moore Omokunde, D-Milwaukee, said. “Communities have made themselves heard on this issue. We need to pause rapid data center expansion in order to protect communities and our natural resources and to protect our natural constituencies of land, air, and water.” 

Rep. Moore Omokunde was joined in Wednesday’s briefing by:

“There is a perverse investment signal in traditional utility regulation that encourages investor-owned utilities to prioritize large, upfront capital expenditure investments over lower-cost operational solutions,” Former CT Public Utilities Regulatory Authority Chair Marissa Gillett said. “We’re focused on Utility Return on Equity (ROE) because it undervalues what the utilities and their investors are accumulating.  Lowering ROE can be done. There are legislatures that have bills to lower ROE under consideration in Virginia, Maryland, and Pennsylvania, and I lowered ROE when I was the chair of the Connecticut Public Utilities Regulatory Authority.”

Polling proves electricity bills are a “major” source of stress for more than one-third of all Americans. Since 2020, electricity prices have risen by over 30%, outpacing the general rate of inflation. 14 million U.S. households are facing significant utility debt, with total unpaid, overdue balances topping $23 billion. American households have been denied cleaner, more reliable, and more affordable energy while corporate utilities leverage fossil fuel subsidies and tax incentives and put shareholder returns above meeting people’s basic needs. Three out of every four American households pay monthly bills to corporate utilities that are posting record-breaking profits. These profits coincide with significant rate increases for consumers. Corporate utilities requested a record $31 billion in rate increases in 2025, more than double the $15 billion requested in 2024. 

“Temperatures in Nevada reach 120 degrees, so a utility shutoff means a risk of death,” Progressive Leadership Alliance of Nevada (PLAN) Executive Director Laura Martin said. “Despite this, our Public Utilities Commission has allowed our Berkshire Hathaway-owned monopoly utility, NV Energy, to raise rates so they can reward shareholders. Their so-called ‘daily demand charge’ artificially increases the cost of already unaffordable monthly bills, forcing ratepayers to pay for the cost of new dirty fossil fuel plants that make our communities even hotter.”


“Buffalo, New York is the third poorest city and has the second oldest housing stock in the nation,” People United for Sustainable Housing (PUSH) Buffalo Executive Director Dawn Wells-Clyburn said. “As a post-industrial community we’re faced with many environmental challenges, including more than 55 identified brownfields, high rates of respiratory illnesses, as well as lead poisoning. Our median income is $40,000. Energy affordability is front and center, and in New York, corporate utilities are winning approval for costly, gold-plated infrastructure investments like fracked- gas distribution, pipe mains, and service lines – that customers are forced to pay for – which are a clear violation of the spirit and letter of the state’s Climate Leadership and Community Protection Act (CLCPA).” 

“The warming of our climate has been presenting itself with extreme weather events,” Former EPA Regional Administrator and CA Public Utilities Commissioner Martha Guzman Aceves said. “In California, it’s in the form of catastrophic wildfires, caused in some cases by the lack of upkeep of utilities transmission and distribution infrastructure. What we’re seeing today is a 10 to 24% rate increase due to these wildfire costs. The Blueprint for Affordable Energy points out the strategies that we need to be looking at and addressing moving forward, here in California, and throughout the nation.”

In 2025, Trump cut close to $1 TRILLION from our health care and food assistance, then used half of that money to hire the thousands of violent, masked ICE agents who are now terrorizing our communities and killing people.

Your calls are already having an impact. Last week, people across the U.S. called their senators, and together we stopped Congress from rubber-stamping huge new budgets for ICE and Border Patrol. 
 
However, ICE was already sitting on huge piles of cash thanks to Trump’s Big Ugly Bill passed in 2025. Democrats need to demand that these funds be put back in Medicaid and SNAP. 
 
They also must demand that Kristi Noem and Stephen Miller be fired.

For weeks, everyday people in Minnesota and around the country have resisted in peaceful, nonviolent ways as the Trump/MAGA regime assaulted their freedoms, and they have continued to show up to care for one another. This week the Senate is considering increasing ICE funding–that ain’t right! Tell your senators you want ICE out of MN and for them to vote against ICE funding.

Washington, D.C. – People’s Action Executive Director Sulma Arias today denounced the killing of Alex Jeffrey Pretti and urged immediate action to defund ICE and border patrol and get ICE & border patrol out of Minnesota, Maine, and communities across the country: 


“We are horrified by the killing of Alex Jeffrey Pretti by a group of border patrol agents, just days after the murder of Renee Good. People in Minnesota, Maine, and around the country want these violent, untrained, masked ICE and border patrol agents out of their communities. And we want ICE and Border Patrol’s funding cut so they can’t keep killing, abducting, and harassing our loved ones
.

“The Senate is considering a bill right now that would increase ICE’s budget. In this context, that’s sickening. Senators must vote no. Every single person of good conscience must call their senators now and demand that they vote down the Homeland Security funding bill and get ICE and border patrol out now.

“For weeks, everyday people in Minnesota have refused to comply with the Trump administration’s assault on their freedoms. They have resisted in peaceful and nonviolent ways, and showed up to care for one another. Their courage and discipline have been heroic. 

“This ongoing attack by Trump and the MAGA regime targets anyone they believe is an immigrant or is showing up in solidarity to protect one another. Minnesotans across races and origins, faiths and genders, however, will not let their courage and love for one another be shaken by the administration’s out-of-control campaign of lies, terror, and violence. 

“It’s past time. ICE out now.”

Concerned people in Minnesota, Maine, and around the country are encouraged to use this toolkit to tell the Senate to vote down ICE funding this week.

Last year marked the most May Day mobilizations in the history of the country, this year organizers say will be even bigger

Chicago, Illinois – On a national call, a dozen representatives of labor and community groups from Minnesota, Chicago, and nationwide announced to thousands of attendees the call for May Day 2026 to be a day of rallies, marches, and walking out from school, work, and shopping.

The May Day Strong effort is organized under the banner “Workers over Billionaires,” as they take on what they say is a billionaire agenda that has spiked the cost of living for working people, slashed public budgets, and redirected those funds to millionaires, billionaires, and giant corporations.

Billionaire ballrooms won’t pay our bills. But We the People are taking peaceful, nonviolent action to rebuild our democracy on May Day and beyond. While our families struggle to afford everyday expenses, public dollars are taken out of our pockets and put into ICE budgets, private prison corporation contracts, military deployments to Venezuela, and giveaways to big oil. We must hold the politicians who make our housing, health care, and utilities unaffordable accountable at the ballot box. The corporations who profit off our pain need to be held accountable by their customers. Our families and our communities are organizing to build an economy that works for all of us, and the peaceful and prosperous future we deserve,” said People’s Action Executive Director Sulma Arias.

We need to stay focused on the corporations driving, profiting from, and enabling the fascist attacks on our communities. We need to make sure their executives understand they won’t have peace if we don’t have peace. We have to directly challenge corporations like Target, Hilton, and Palantir and show them that fascism isn’t just bad for democracy, it’s also bad for business,” said Executive Director of the Action Center on Race and the Economy Saqib Bhatti.


May 1st is universally recognized as International Workers Day.  In the US, organizers say they will rally working-class people nationwide to demand their elected officials from city councils to governors to Congress stand up to the federal attack on working people.

On May 1st 2026 we need to take what the people of MN are going to do this Friday January 23 to the entire country: We are not going to work, we are not going to shop, and our kids won’t go to school that day. They will be with us in the streets. We must stand together to fight this government that is not taking care of us but instead is killing us. An immigrant worker is not who is standing between us and a better paying job, it’s a billionaire and we need to keep naming them and taking them on,” said Executive Director of Organized Power In Numbers Neidi Dominguez.  


The immigrant rights movement and organized labor movement have a long history of working in solidarity to improve the lives of workers, their families, and their communities. But the unprecedented threats we’re facing from this alliance between the wealthy and the racist requires us to go even further and move powerfully as one movement. That’s why I’m proud of the Fair Immigration Reform Movement (FIRM) being part of May Day Strong, working together to make 2026 the year we became even more united in overcoming the oppression and abuse by the powerful. ¡Sí, se puede!,” said Fair Immigration Reform Movement Managing Director Andy Kang.

Echoing a call from Minneapolis in the wake of ICE’s occupation of that city and the murder of Renee Good, many are already calling for the 1st to be a day of “no school, no work, no shopping,” while others are planning rallies and marches in their city that day.


We need to protect our students and our schools from efforts to defund and dismantle protections for vulnerable students.  We invite parents, teachers and others who care about public schools to join us at freethefuture.net.  Join us as we organize in our communities and build towards May Day,” said Chief of Staff at the Center for Popular Democracy Oona Chatterjee.

Under the Trump administration, the creation of fear has become a governing strategy in our communities. It’s enforced through raids and surveillance, and reinforced by corporate decisions that profit from it. Media companies like Telemundo and Univision took millions to air messages telling immigrants to self-deport or live in fear, while tech corporations like Palantir built the infrastructure that makes repression scalable. This goes far beyond immigrant communities: protesters are surveilled, journalists are censored and arrested, workers face retaliation, and entire communities are criminalized for refusing to stay silent. When corporations align with policies advanced by Donald Trump and choose profit and political compliance over people, fear becomes a business model designed to keep communities quiet,” said Political Director at Mijente Tania Unzueta.

On the call, in addition to building momentum toward this May Day, speakers announced their support for the people of Minneapolis and their plans to participate in this Friday’s national day of action being mapped at iceoutforgood.org.  They announced plans to push statehouses to tax the ultra-rich, as states like Massachusetts have done, to fill the holes in school, transit, and public health budgets created by the current administration.
