Modula-3 is the answer.

It is a simple low-level system programming language with optional garbage collector.
It does what Java does but better.

It allows modular programming so is suitable for big teams.
It allows C and Assembly interop through unsafe modules.
It doesn't force OOP, and one can program in it procedurally like C for example.
