A new date has been set for the 2025/2026 SOSSEC/SCEC General Membership Meeting. The meeting, originally scheduled for October 30, 2025, will now be held on March 19, 2026, at the Fairfax Marriott at Fair Oaks in Fairfax, VA.

SOSSEC is hosting a welcome reception/networking event on 18 March 2026 at the venue. The event will run from 5:30 to 7:30 p.m. with hors d’oeuvres and cocktails. Name badges for the General Membership Meeting will be available for pickup at the reception.

Please note that this event will be held in person, and a virtual option will not be available. To register for the event, please click the link above. Companies can register up to three individuals per CAGE code to attend in person.  Your company must be an active consortium member in good standing at the time of the event.

To receive the attachments, interested SOSSEC Consortium members must provide an approved, current, and valid DD Form 2345, “Militarily Critical Technical Data Agreement,” to the POCs listed below. This is required even if a DD Form 2345 has been previously submitted.

For a copy of the DD Form 2345 and for instructions to obtain a DD Form 2345, click here. Any submissions (questions, white papers, and/or proposals) that include any information that is marked CUI in any previously provided documents must be marked appropriately in paragraph(s) that contain the CUI information and at the top and bottom of all pages.
If a DD Form 2345 cannot be obtained, a Security Aspects Letter (SAL) must be requested through SOSSEC, and if approved, the SOSSEC Consortium member will receive a SAL directly from the USAF to handle CUI information and material.

All CUI submissions must be sent to the following SOSSEC, Inc. POC via PreVeil. If you do not have secure mail capability, you can request a PreVeil SFT invite from the following POCs:

His passion for the SOSSEC and SCE Consortia, which he created, as well as the mission of the Department of Defense, not only transformed our organization but also inspired countless colleagues, partners, consortium members, and friends.

Widely recognized across Government and industry as a trailblazer in acquisition reform, Bob was always ahead of the curve. His pioneering work in developing consortium-based OTAs stands as a powerful testament to his vision, innovation, and enduring impact on the acquisition community.

While Bob will be deeply missed, his legacy lives on in the values, people, and work that define who we are today. We honor his remarkable life and contributions, and remain steadfast in carrying forward the vision he so passionately championed.

A Wake in Bob’s honor will be held on Friday, October 3, 2025, from 4:00 to 7:00 PM, and the Funeral Service will take place on Saturday, October 4, 2025, at 11:00 AM. Both services will be held at Brookside Chapel & Funeral Home,116 Main Street, Plaistow, NH. More information about the Funeral Home can be found here: www.brooksidechapelfh.com.

Following the funeral, graveside services will be held at Danville Center Cemetery—a location of special significance, as Bob generously donated the land to the town of Danville, NH.

A Celebration of Life/Bereavement Lunch will be held immediately following funeral service and interment (approximately 1:00 p.m.) at LaBelle Winery, the Harvest Room. The address is 14 NH-111, Derry, NH 03038.

As a mark of respect and remembrance, SOSSEC, Inc. offices will be closed on Friday, October 3, 2025.

Personnel from the Propulsion Acquisition Division are hosting an RFPP walk-through meeting on Friday, Aug. 8, from 12-1 p.m., to explain the proposal requirements and optional portions, as well as answer any questions regarding the proposal request. Attendees must register and submit or have submitted a valid DD Form 2345 for PCI-OTA-25-0009 and/or the PCI-OTA-25-0010 project to register and attend the meeting. Please submit your DD Form 2345 to Alex Comeau (acomeau@sossecinc.com) and Nate Selby (nselby@sossecinc.com).
