Support to Help Reduce Barriers to Foreign Qualification Recognition: Wharton
The Manitoba government is launching the new Manitoba Careers for Internationally Educated Professionals Program to help reduce financial barriers associated with foreign qualification recognition, Economic Development, Investment and Trade Minister Jeff Wharton announced today.
“According to Manitoba’s 2022-26 Labour Market Outlook, nearly two in seven job openings in the province’s self-regulated professions are expected to go unfilled. At the same time, research shows that internationally educated immigrants are far less likely to work in their field of study than those educated in Canada,” said Wharton. “I am pleased to announce the launch of this new program to support the labour market integration of skilled newcomers in Manitoba.”
The program will provide eligible internationally educated professionals with up to $23,000 in financial assistance toward assessment and training costs associated with registering in one of Manitoba’s 28 non-nursing self-regulated professions.
To be eligible for the program, professionals must have already started the registration process and have an assessment decision letter from their profession’s regulatory body. The program will support professionals who are able to complete the registration process in a timely manner and intend to work in Manitoba after registration, noted the minister.
“Manitoba Start works in tandem with the Manitoba government by supporting internationally trained workers to develop career plans and find stepping-stone jobs in their area of expertise. We also help foreign-trained professionals work through the credential recognition process,” said Judith Hayes, executive director, Manitoba Start. “This funding will increase opportunities for newcomers to more quickly apply their skills to enter the Manitoba labour market.”
The minister noted the new Manitoba Careers for Internationally Educated Professionals Program is modelled on the successful Internationally Educated Nurses (IENs) in Manitoba Project, which launched in 2021 to support eligible IENs with financial assistance to pursue registration. To date, that initiative has provided support to over 250 IENs.

]]>The Foundational Partners (FP) for the #ImmigrantsWork in Winnipeg initiative are economic development, educational, immigrant-serving and other workforce development organizations that represent a critical perspective necessary for the development and execution of the key outputs of the project and will ultimately be instrumental in its long-term impact. The FP will be convened and mobilized by the project co-lead organizations, Immigration Partnership Winnipeg, the Success Skills Centre, and World Education Services.

Communities across Canada are struggling to find the talent they need. With the labour force expected to be close to 100 percent dependent on immigration to fuel growth, the communities’ need for immigrant talent has never been greater.
In response to the ongoing Canadian labour crisis, WES launched #ImmigrantsWork to work with community partners in mobilizing local employers to co-design solutions that help identify, recruit, hire, and retain local immigrant talent. Building on the successes and learnings from a pilot phase, World Education Services (WES) is proud today to announce the names of the five new communities across Canada that will be joining the second phase of the #ImmigrantsWork initiative:
“We know that there has never been a greater need for scalable localized solutions that harness immigrant skills,” said WES Managing Director Shamira Madhany. “Communities in rural and northern Canada are particularly affected. That’s why we are so delighted to pursue these new partnerships with these communities.”
In November 2022, WES launched a call for expressions of interest (EoI) for the second phase of #ImmigrantsWork and in response received more than a dozen submissions from organizations representing communities all over Canada. Applicants had to meet certain criteria, including:
About the #ImmigrantsWork Initiative
In late 2021, WES identified three pilot communities: the Regional Municipality of Waterloo, the Regional Municipality of Durham, and Greater Moncton. The first phase of the #ImmigrantsWork pilot program was successfully completed in 2022, resulting in the launch of Employer Playbook: Strategies for Immigrant Inclusion in Canadian Workplaces, a digitized and localized employer resource that was well received by employers and workforce development stakeholders across the pilot communities.
The upcoming phase of #ImmigrantsWork will sustain the momentum and build on the success of the earlier phase, testing the program in new communities that have different needs and capacities.
“The #ImmigrantsWork program reinforces WES’ commitment to addressing workforce shortages through an innovative community engagement initiative, anchored in collective action to drive systemic change in Canada’s labour market,” said WES Managing Director Shamira Madhany. “Insights gained throughout the work with local employers and communities will further enrich WES’ policy and programmatic work with national business associations and will have a long-lasting impact on immigration and labour policy.”

#ImmigrantsWork Partners
Following a rigorous evaluation, WES identified five lead organizations that will act as the primary local point of contact and support the local #ImmigrantsWork network. They are:
Grey Bruce Local Immigration Partnership: Building a more welcoming and inclusive Grey Bruce is the foundation of the Grey Bruce Local Immigration Partnership (GBLIP). In 2020, Grey and Bruce Counties received funding from Immigration, Refugees and Citizenship Canada (IRCC) to administer the GBLIP—a collaborative community initiative designed to fill critical gaps in the local labour force by improving the successful integration of newcomers. The GBLIP works at the local level to foster a sense of belonging and supports various stakeholders in building their capacity, raising awareness of the needs of newcomers, and supporting community-level research and planning. The GBLIP recognizes that immigration will continue to play a key role in the economic future of Grey and Bruce Counties. Learn more about GBLIP at greybrucelip.ca.

]]>The Manitoba government has approved regulatory changes that allow internationally educated physicians to enter the healthcare workforce sooner. Until now, International Medical Graduates (IMGs) were required to pass a general qualifying examination – the Medical Council of Canada Qualifying Examination Part 1 (MCCQE1) – before applying for provisional registration [1]. The exam requirement has been removed, eliminating a barrier for IMGs to begin practicing in the province.
IMGs who apply for provisional registration in Manitoba already have medical degrees and have completed residency programs with certifying exams, while the MCCQE1 only assesses the medical knowledge and clinical decision-making ability of candidates at a level expected of a medical student.
If a physician meets all other requirements for provisional registration, they must complete a Practice Ready Assessment and are assigned a mentor for one year and a practice supervisor for the duration of their provisional registration. Practice supervision includes monitoring/chart reviews, a 360- review, and a chart audit within the first two years in practice. Practice supervision remains in place until the physician meets the requirements for full registration, which must occur within five years.
“This change allows us to recruit more physicians to Manitoba while maintaining high competency levels. The exam was holding back many qualified, internationally trained physicians from coming to the province,” said Dr. Anna Ziomek, registrar, CPSM. “From a regulatory standpoint, we must take all steps possible to eliminate barriers to assessment without compromising quality and patient safety.”
Practice Ready Assessments adequately assess an applicant’s abilities and competence but eliminating the exam required an amendment of the CPSM General Regulation, which the Manitoba government approved.
CPSM consulted with registrants and stakeholders in the fall and the majority supported the amendment.
