Ordnance Survey (OS) is the national mapping agency for Great Britain and a global leader in geospatial precision.

For over two centuries, OS has provided the foundational data used for everything from emergency service routing and flood risk modelling to the planning of 5G networks and electric vehicle infrastructure. They maintain the National Geographic Database, a repository containing over half a billion individual geographical features.

The Height Program was a strategic initiative designed to overhaul OS’s legacy Height System of Systems. By migrating from ageing on-premises infrastructure to the Customer Data & Service Platform (CDSP), the program eliminated critical security vulnerabilities, consolidated the application estate, and established a future-proof foundation for operational efficiency and ongoing innovation.

The Challenges

To achieve the goals of the Heights Programme, Ten10 and OS had to navigate a complex landscape of technical debt and operational constraints such as:

  • A major hurdle to achieving “seamless delivery” was the limited existing documentation from the current platform. The lack of clarity and understanding comprised the goal of modernising the systems, as The Height Team, consisting of Ten10 and OS had to reverse-engineer legacy processes to ensure that the high-precision Building Height Attributes (BHA) remained accurate and consistent during the transition.
  • The OS team had to ensure the legacy system was fully operational for existing customers while simultaneously building the future-proof environment. This required a meticulous migration strategy to ensure that daily operations and release planning were never compromised during the transformation.
  • The existing reliance on manual validation was the primary barrier to scalability. To provide foundational intelligence, the data volume (covering 48 million buildings and structures) required a move toward Data Automation by Ten10. The challenge lay in replacing human-intensive checks with automated workflows that maintained the “high-precision” standard OS is known for.
  • The expensive and complex on-premises hardware constraints limited innovation and drove up operational overheads. Transitioning to a cloud-native architecture was essential to replace this rigid cost model with a scalable, efficient platform.
  • One of the greatest risks was the interdependency of the application landscape. Because the Heights systems were a “System of Systems,” any single failure in migration sequencing could trigger a domino effect across the wider OS estate. De-risking this landscape required Ten10 to apply rigorous data automation and testing to manage the complex “web” of dependencies without disrupting the delivery of Height data.

The Solution

In partnership with Ten10, Ordnance Survey successfully transitioned the Height infrastructure to the cloud-native Customer Data & Service Platform (CDSP) by:

  • Modern Data Pipelines: The team replaced legacy processes with modern raster/vector pipelines using Azure Databricks (Scala, Spark) and the Hadoop ecosystem.
  • Automated Validation: The Heights team, a combined effort from OS and Ten10 implemented a fully automated validation process integrated into CI/CD pipelines, replacing manual checks with high-speed, high-precision data engineering.
  • Strategic Migration: The team migrated high-value products like BHA and Change Caches while enhancing system visibility through advanced observability tools.
  • Robust Testing: Conducted rigorous DR (Disaster Recovery) testing and managed the complex web of dependencies to ensure zero disruption during the transition.

The Results

Ten10’s focus on automation and cloud engineering transformed the speed and scalability of OS operations:

  • Risk Mitigation: The Heights team successfully moved the BHA risk profile from around 1000+ vulnerabilities and an Amber status to 0 and Green following the decommissioning of legacy infrastructure.
  • Elimination of Redundancy: Ten10 streamlined production by ensuring NGD Buildings and BHA are produced via a single, revised Area Heighter module on the CDSP.
  • Performance Benchmarking: Ten10 established a framework to measure “Product Creation Time” by comparing the April 2024 (legacy) runs against the October 2024 (CDSP) publication, resulting in a six-week testing reduction for the end-to-end processing time.
  • Resource Reallocation: Initiated a re-calculation of annual support and resource costs to confirm a significant reduction in FTE effort for the BHA module, reduced from 8 weeks to 1-2 hours required to maintain the system.
  • Data Quality Assurance: Data quality, The Heights team managed the end-to-end solution from planning to automation and integration into CI/CD (a fully automated validation process that increased the quality of the deliverables).

Key Outcomes

  • Significant Cost Savings: With the collaborative efforts of the Height team, OS has achieved annual savings of £85k in support costs by centralising BHA so far, and future releases are expected to increase these significantly.
  • Elimination of Redundancy: Streamlined production via a single, revised Area Heighter module.
  • Resource Efficiency: OS have reduced the FTE (Full-Time Equivalent) effort required to maintain the system, allowing for resource reallocation.

The Future

The new infrastructure provides the foundational intelligence required for the UK’s Digital Twin ambitions and advanced flood risk modelling. By moving to the CDSP, Ordnance Survey has established a future-proof foundation that enables:

  • Innovative Product Creation: Seamlessly delivering high-precision intelligence for 48 million buildings and structures.
  • Scalable Geospatial Capabilities: Leveraging integrated processing and storage for the next generation of 3D data products.
  • Continued Decommissioning: A structured pathway to further de-risk the estate and retire remaining legacy dependencies.

The Ten10 Academy offers a range of training for anyone with an interest in tech. Take Juan, an ex-sales assistant who is now learning new technology skills every day, which allow him to flourish in his career.

How do you feel you’ve transitioned from the Ten10 Academy to your client work?

It was a really smooth transition. Despite never working in this industry beforehand, both the client and the Academy really helped me delve into this world and develop myself into a professional role.

Take us through your placement and tell us what client teams you’ve worked with

I work with a client situated mostly in the financial sector, providing services outside of the UK. They have a range of teams, each focusing on a different aspect of the application the agents use, to provide a successful service to the customers. My team is mainly focused on the application used to sell the financial services and solutions. I work on a couple of major projects, one of which is always looking for new development and features for the clients, also subject to changes in regulations, etc., due to the sector it’s in. I’ve also been part of a project that supplies additional services, such as enhancements to the contracts or migration of the new products with updates. The newest project is adding insurance to the application, which I am working on now.

What parts of the Ten10 Academy training have been most useful in your placement?

The training involving the development process has definitely been the most useful within my placement, such as the Agile approach, which is what the client uses a lot. Knowing the different terms from basic to advanced has been especially helpful to keep in the back of my mind. Overall, though, learning the general behaviour on how to present yourself within a workplace atmosphere has been so crucial and very significant for development in a career. How to approach a difficult situation, how to present yourself, or how to manage tasks has been very valuable. Knowing testing skills as well on the side has also been helpful, even though I do not directly work within that field.

What is a normal working day or week for you?

It depends on where in the project cycle we are, really. I listen to a lot of feedback and do a lot of final polishing of a project. When I’m in the middle of a project, I like testing myself in different ways and trying new things to see what works, pushing myself in any way I can to improve.

Have your roles or responsibilities changed during your time on placement?

Officially, my role has stayed the same as a mobile developer, but over time, I have been given a lot more independence to do things myself after watching or shadowing. I’ve also noticed that throughout picking things up myself, I’m now able to help others and provide knowledge and advice to others who may need it, due to not having some of the experience that I have just yet.

What technology tools, frameworks, and processes have you gained experience with since starting your client work?

My client mainly uses C# for developing their applications. It was very easy to pick up and the more I work with it, the more I learn. We also use something called Samurai, which allows you to develop mobile applications.

How has your client supported your development?

They are great at talking through all the different aspects of any project I work on and I also have the opportunity to have one-to-ones with someone whenever I may need it. We have something called a Knowledge Sharing System where we can go through and teach eachother different skills or aspects of a project.

What support have you received from Ten10 during your placement?

I have access to take part in any sort of technological course I want to do to enhance my skills, thanks to Ten10. We also have recurring catch-up meetings where I can speak to them about how I’m doing and if I have any questions or concerns, or need any help, either personal or work.

Have you received any extra opportunities through your client work?

My client works with charities regularly, and we also do a lot of socials, which I am really excited to get more and more involved with once I fully transfer to my client permanently.

What would you say to anyone considering the Ten10 Academy?

Go in with an open mind and try learn as much as you can. There are so many people there with different backgrounds, and you can learn from each other as well as the trainers. Be flexible with what you learn, and whatever situation you are in, you do not need to over-specialise!

Take Harrison, for example, who came to us in 2024 with just a little development experience. Since then, he’s completed specialist training and he’s using multiple languages every day. Here’s Harrison to take you through his client experience so far:

How do you feel you’ve transitioned from the Ten10 Academy to your client work?

I’ve transitioned quite well. I think especially the soft skills in the Academy training have put me in a great position. The client that I’m with does consulting, so having to do public speaking and be confident when engaging with stakeholders is something that’s really, really important and I think that the Academy has drilled the soft skills that really count when it comes to consulting.

Take us through your placement and tell us what client teams you’ve worked with

I can’t get into specifics on teams, but I do work with a consultancy company. I’m on a long-term project, and that’s to do with software development. So I’ve been responsible for front-end development, software testing, and stakeholder management through that placement, dealing with vendors that they use and representing that company as well. It’s been really interesting and I’ve had to wear so many different hats – I’ve loved it!

What parts of the Ten10 Academy training have been most useful in your placement?

I think being selected for the additional dev training. I don’t think I’d be where I am without that. That was really, really useful and Peter as a teacher is one of the best you’ll ever have. The software testing is done on a daily basis. I use Postman, which is a tool that I learned about during the Academy training, but I think generally the Academy has put me in a really good position to be able to pick up anything when asked.

What is a normal working day or week for you?

We have a daily stand-up with the project that I’m on. We have a dev huddle, which is more like a targeted conversation around the specific dev problems that we’ve got that would go over the heads of most other people in the team. And then from there it’s sort of a juggling act of doing the development work for the client and then going back to my other client and doing tertiary work, secondary work, like making presentations that we’re going to be showing to the wider team. I have meetings with the wider team and also meetings with my own cohort of people that joined the company at the same time as me, and we’re all really close. There are others from Ten10 as well that I’m still really close with, whom I see in the office every week. There are a lot of plates spinning all at once!

What technology tools, frameworks, and processes have you gained experience with since starting your client work?

Luckily, I use a lot of tools that I had exposure to within the training which is really valuable. Postman, for example, Selenium, doing things with SQL and servers and databases, all of that stuff is stuff that I do daily. It was brilliant to be completely junior and then someone says, “Are you aware of this?” And you’re like, “Yes, I have experience using this already.” So that’s put me in a really good position. Then a lot of C#, HTML, JavaScript and CSS, which the dev academy and the additional training put me in a great position to pick up quickly.

How has your client supported your development?

The client that I work for absolutely loves training, they love development. While I’ve been there, they’ve been very supportive of me getting extra qualifications. The Azure 900 is a fundamental Microsoft certification for working in Azure and they were very keen and pushing me towards getting that, as well as the DP900, which is a more data-focused one. They love LinkedIn Learning, they love Microsoft Learn. I can have a one-to-one whenever my manager is free if I want to have a little chat with him. He’s great, and he loves personal development as well. So, it’s just whatever I make of it, I can get as much done as I want.

What support have you received from Ten10 during your placement?

Absolutely loads. I know Megan and the wellbeing team are only a few key taps away from anything I would need. I’ve been to them for absolutely anything and everything in between. The pressure for exams, bereavement, they’ve been my port of call. We have a delivery manager, Callum, with whom we have recurring meetings, and he’s been really, really useful, and he’s great to talk to. And just anyone from the Academy, if you’ve got any problem, I know I know I can reach out if I need to. Even if I might not have, I’m aware that it’s there, and it’s a really good safety net to have. If the imposter syndrome’s creeping up or anything like that and you’re not quite sure if you’re in the right place, there’s always someone you can talk to and they’ll respond.

Have you received any extra opportunities through your client work?

I’ve had a few days of travel to Sheffield, London, and Manchester. They’ve all been great and it’s been nice to meet different people, especially when you’re working with them in a team; it’s really handy to sort of put a name to a face that isn’t semi-pixelated on a webcam! The opportunity for charity work is always there. Someone else from Ten10 and I ran an Earth Day litter pick at our client: we organised a litter pick to go around the local area of the office and I think we got something like 15 bags of garbage. We also did a cleanup of an invasive plant species that was in a nearby park called Japanese Knotweed. All you have to do is chuck your hat into the ring and something will come up.
