Tilde to develop an AI Assistant for Earth Observation platform

Tilde has been selected to develop the project “AI Assistant for Data Discovery on the EO Baltic Platform.” The activity is financed by the European Space Agency and will be implemented by Tilde as the Prime Contractor in close cooperation with Baltic Satellite Service (BSS) as the subcontractor.

Tilde brings proven experience in building AI assistants for the space and Earth Observation sector. This new project builds on that experience and further strengthens the company’s role in applying language AI to complex scientific and geospatial systems.

The AI Assistant will become an integral part of the EO Baltic Platform (GeoHub), maintained by BSS, and will allow users to interact with Earth Observation (EO) and geospatial data in Latvian, Lithuanian, Estonian, and English through natural language. The goal is to make EO systems easier to access and use for both regional stakeholders and international users.

Barriers to accessing EO data

Although large EO data archives and services are available, access often remains challenging.

Platforms can be technically complex, data is fragmented across tools and repositories, and interfaces are typically designed for expert users. Language limitations further restrict accessibility, especially for public institutions and SMEs without dedicated EO specialists.

As a result, valuable data often remains underused.

“GeoHub is designed to make Earth Observation data open, interoperable, and easy to use. By supporting standard formats and scalable web services, users can publish and access geospatial data without complex infrastructure. Integrating the new AI Assistant will make these capabilities even more accessible — enabling not only experts, but also public institutions, businesses, and researchers to search and explore EO data through natural language, run analyses, and quickly obtain reliable insights for real-world decisions.”

How the AI Assistant helps

The AI Assistant will address these challenges by providing guided, conversational access to the platform. Users will be able to:

  • Search for EO and geospatial data using natural language
  • Get help navigating the platform and its datasets
  • Access data located in national geoportals through an interactive interface
  • Launch analysis tools and guide workflows, such as flood or urban change detection
  • Receive explanations of EO concepts and help interpret results
  • Automate processing steps and export, share, or visualise results

By simplifying onboarding and reducing the need for manual user support, the solution will help BSS focus on more advanced EO services while increasing overall platform use and user satisfaction.

Beyond usability improvements, the Assistant is expected to support data-driven decision-making in areas such as climate monitoring, forestry, agriculture, coastal management, urban planning, and environmental protection. It may also serve as a scalable template for multilingual access to geospatial data across Europe.

“Today, the volume of Earth observation data delivered by satellites is growing at a rapid rate, almost exponentially. While this creates fantastic opportunities, it also brings real challenges in processing raw data and turning it into actionable insights. Platforms such as the EO Baltic Platform (app.geohub.net) are an important step forward, enabling end users to access and work with EO data far more effectively. Their regional and national relevance will only continue to increase. However, availability alone is not enough. Meaningful use still requires specialised knowledge, particularly in Geographic Information Systems (GIS) and in understanding the applicability of different data products, and this expertise remains limited in the market. This is why Tilde’s initiative is such a strong example of how we can reduce the gap between end users and the platforms where these data products are available — by enabling more intuitive access and helping users apply EO services based on their real needs.”

Roles and cooperation

Tilde will lead the development of the AI Assistant, drawing on its experience in multilingual virtual assistants and domain-specific AI systems. BSS will define system requirements, develop an API for product metadata access, and lead the integration of the Assistant into the EO Baltic Platform.

This cooperation strengthens the Baltic region’s ability to make EO data more accessible, actionable, and practical for real-world use.

“This project demonstrates how Latvia is moving from being a user of space data to becoming a developer of advanced digital solutions for the European space ecosystem. By combining Earth Observation expertise with language AI technologies, we are strengthening national competence in high-value segments of the space sector. Importantly, this initiative makes space data more accessible to public authorities, researchers, and businesses across the Baltic region.”

The activity is carried out under a programme run and funded by the European Space Agency. The views expressed in this publication cannot be taken to reflect the official opinion of the European Space Agency. The project was funded under the Requesting Party Activity (RPA) scheme in Latvia.

Tilde’s artificial intelligence marks a new era for translation in European languages

Tilde, the language technology company from Latvia, has adapted its large language model TildeOpen LLM for translation and integrated it into a machine translation platform that provides reliable high-quality translations into 34 European languages. Until now, the model was mainly a significant scientific achievement in the development of artificial intelligence for European languages, but it had not yet been adapted for everyday use by a wider audience. Now, it is available to the public for both private translation needs and daily work.

Starting today, anyone can use the translation platform, which provides exceptionally high-quality and secure translation into 34 European languages, including Latvian, Lithuanian, and Estonian, and provides for accurate use of terminology and more natural, fluent sentences, reducing the post-editing workload of the machine-translated texts.

TildeOpen provides quality that is competitive compared to much larger global models, such as ChatGPT-4.1, even though it is about 60 times smaller. Detailed results of the comparative tests are available in the ranking of large language models TildeBench.

Organisations can deploy TildeOpen on premises or in Europe-based clouds, thus maintaining full control of their data. Unlike many global AI solutions, the data is never transferred outside Europe. This is especially important for public bodies and enterprises that handle sensitive information. At the same time, the model can be customised to suit individual needs, thus providing particularly accurate and reliable translations.

“The integration of TildeOpen into machine translation is a significant step in enabling the practical use of artificial intelligence for European languages. Our objective is to ensure that high-quality language technology is not only accessible, but also reliable for everyday work,” says Artūrs Vasiļevskis, CEO of Tilde.

TildeOpen was published as an open-source foundational model for European languages on the Hugging Face platform in autumn 2025. It was developed in Tilde’s research laboratory on behalf of the European Commission. The model has 30 billion parameters and is trained on hundreds of billions of words in European languages, including 29 billion Latvian text units. This is the largest known amount of data used in the development of Latvian artificial intelligence. The model was developed after winning the Large AI Grand Challenge contest organised by the European Commission, using the LUMI supercomputer in Finland.

Latvia helps Ukraine create a national artificial intelligence ecosystem

In the Ukrainian capital Kyiv, a Memorandum of Understanding was signed regarding Latvian support in the building of Ukraine’s national artificial intelligence (AI) ecosystem. This is an important step towards a sophisticated and sovereign artificial intelligence environment in Ukraine that is in line with European values. Ukraine is considering the large language model TildeOpen, created by the Latvian company Tilde, as the foundation of this environment.

The Memorandum was signed by the Ministry of Digital Transformation of Ukraine, Tilde, Latvian National Centre of Artificial Intelligence and the Bureau for European and Euro-Atlantic Integration of the Government of Ukraine. Baiba Braze, Minister of Foreign Affairs of the Republic of Latvia, also took part in the signing in Kyiv, thus demonstrating Latvia’s strong political support for the digital development of Ukraine and its transition towards the European Union.

An important step for the whole of Europe

Tilde CEO Arturs Vasilevskis remarks that cooperation with Ukraine is a significant step for all Europe: “Ukraine has defined in no uncertain terms that it requires safe and reliable artificial intelligence. TildeOpen has been created in Europe for European languages, and allows countries to build solutions without losing data sovereignty. We are proud to be a part of this process and support the integration of Ukraine into the European digital space.”

This cooperation covers support for the creation of a Ukrainian state management AI ecosystem — knowledge sharing regarding language technology and large language models, co-development and experience exchange regarding the use of EuroHPC supercomputers and building practical AI solutions for both the public and private sectors.

A model custom-built for Ukraine’s needs

TildeOpen is an open source large language model made in Latvia, which supports the creation of varied AI services. It has been built with special focus on European languages and culture, and is also suitable for Ukrainian. Training data for this tool have been selected with great care to reduce the impact of Russian propaganda and disinformation. TildeOpen is an open and transparent tool, and can be deployed on-site using Ukrainian infrastructure, allowing complete control over sensitive data. This is crucial for a country that faces security threats on a daily basis. It is the careful data selection and Euro-centric architecture that has helped TildeOpen to achieve particularly high performance, which outcompetes US-built AI models in many aspects. Due to these advantages, Ukraine is considering using TildeOpen as one of the central solutions for its future national AI initiatives to gradually build secure, reliable digital tools that are in line with European values for both public sector and business needs.

Tilde has already developed a new AI translation platform that has been handed over to Ukrainian institutions and will help translate more than 30 thousand EU legal acts. This tool supports Ukraine in its path towards the EU, facilitating the translation of legislation and unification with EU acquisTilde has customised its state of the art AI-driven translation platform for use with Ukrainian legal and administrative texts, with a particular focus on the automation of time-consuming tasks and improving quality.

How AI made Techritory 2025 accessible in every language

Techritory 2025 is one of Europe’s leading forums on digitalisation and connectivity. This year bringing together an international audience of 100 speakers and 2,000 participants, covering such topics as 6G development, quantum technologies, AI, data security, and sustainable digital infrastructure.

To ensure every participant followed along fully engaged, organisers partnered with Tilde, integrating Tilde Event Assistant to provide real-time speech transcription and translation directly to attendees’ devices.

Making every voice heard

With attendees joining in person (880+) and online from 63 countries, it was crucial that everyone be able to follow the discussions. Each keynote, panel, and presentation needed to be fully accessible, without language barriers or the risk of missing important content due to hearing difficulties.

Hiring live interpreters for over 30 languages would have been prohibitively complex and expensive. The organisers needed a smarter, scalable solution to ensure every participant engaged in real time, while maintaining the dynamic pace of the forum.

A smarter way to translate live

To meet this challenge, Techritory chose Tilde Event Assistant, an AI-powered tool that provides real-time speech transcription and translation. During the two-day forum, attendees could access live captions and translations in 39 languages directly on their devices by scanning a QR code.

The QR code opened an internet browser that displayed the real-time transcript of what was being said on stage. Participants could read the text in their preferred language or listen to a translated voiceover, thanks to AI-powered voice synthesis.

The setup required no app installation and integrated smoothly with the venue’s audio system, offering a simple and inclusive way for everyone to stay engaged.

Clear communication, global reach

Tilde Event Assistant was available across three main stages of the forum:

  • Opening Stage: 305 visitors
  • Policy Stage: 105 visitors
  • Innovation Stage: 65 visitors

In total, 475 participants accessed real-time captions and translations during the two-day event, choosing to read or listen in their preferred language for greater comfort and engagement. The most popular translation languages included Latvian, German, Estonian, Ukrainian, Lithuanian, Greek, Bulgarian, Finnish, Croatian, and French.

“Setting up Tilde Event Assistant was quick and straightforward, which made it easy for us to focus on the event itself. During the forum, attendees could follow every discussion in their preferred language without missing a thing. Several of our partners even approached us afterwards to ask more about the tool, impressed by its performance and scalability. It’s great to see a Latvian-made solution performing at a European and global level.”

AI-powered accessibility that redefines events

AI-driven speech technologies like Tilde Event Assistant are transforming how organisers run international events. By automating transcription and translation, they remove language barriers, reduce logistical stress, and let every attendee fully participate at a fraction of the cost of traditional interpreting services. For both organisers and audiences, AI makes events smoother, more inclusive, and easier to manage, proving that technology can truly enhance human connection.

Tilde and UNESCO partner to break language barriers in Small Island Developing States

At Tilde, we are proud to announce the signing of our first cooperation agreement with UNESCO — a milestone partnership aimed at strengthening multilingual inclusion across Small Island Developing States (SIDS). The agreement was signed on 25 November 2025 at UNESCO Headquarters by UNESCO’s Assistant-Director-General for Natural Sciences, Lidia Brito, and our CEO, Artūrs Vasiļevskis, in the presence of H.E. Andris Pelšs, Permanent Representative of Latvia to UNESCO and the OECD.

Why this matters: language inclusion for SIDS

Small Island Developing States are among the world’s most linguistically diverse regions — with official and vernacular languages including English, Portuguese, French, Spanish, Dutch, and a wide range of regional and Creole languages. While this diversity is a cultural strength, it can also create significant challenges in accessing development opportunities and engaging with global institutions. In many SIDS, especially those operating in languages other than English or French, language barriers limit participation in UNESCO’s programmes and increase communication and outreach costs.

Through this partnership, we at Tilde are committing our advanced AI-powered language technologies to help overcome these barriers. As part of the cooperation, Tilde will support UNESCO with our AI solution Tilde Event Assistant, which will provide real-time translation and transcription services for UNESCO’s events, seminars, and workshops. Tilde Event Assistant delivers real-time multilingual translation in both written and spoken form, significantly enhancing opportunities for SIDS to participate in international discussions. The solution will be particularly valuable for Dutch-, French-, Portuguese-, and Spanish-speaking SIDS, enabling them to fully engage in dialogue with UNESCO and its partners even when events bring together participants from multiple language communities.

A shared commitment to multilingual inclusion

Together with UNESCO, we will work to ensure that language is never a barrier to inclusion for SIDS. Tilde will contribute its state-of-the-art translation tools and language technologies — enabling real-time, high-quality translation and communication — so that communities across SIDS can express themselves and be understood in their own languages.

During the signing ceremony, our translation technology supported communication in English, Latvian, and Portuguese, allowing participants to experience directly how language technologies can bridge linguistic divides.

As our CEO Artūrs Vasiļevskis noted: “Thanks to our technologies, communities in Small Islands can be heard and understood.”

In her remarks, Lidia Brito emphasized that Tilde’s readiness to share its expertise reflects a spirit of solidarity that is “urgently needed in today’s global context.”

Looking ahead: enabling inclusive, language-diverse futures

This cooperation illustrates how Tilde and UNESCO are advancing more language-inclusive approaches to support SIDS. By removing language barriers and expanding access to digital tools, the partnership contributes to UNESCO’s 2023–2029 Operational Strategy for SIDS — enabling island communities to engage more fully in shaping resilient and sustainable futures.

UNESCO is already deploying Tilde’s machine-translation applications in several ongoing initiatives — including projects in Portuguese- and Spanish-speaking island countries, as well as in programmes such as “IslandWatch” and the Center of Excellence for blue-economy research and training. These tools help countries, partners, and UNESCO experts collaborate more effectively with national stakeholders, strengthening communication and cooperation.

Latvian-developed AI translation tool to help Ukraine on its path to joining the EU

Artūrs Vasiļevskis symbolically handed over an AI-powered translation platform to the Embassy of Ukraine in Latvia

Riga, 08.10.2025. Today, during the Riga Conference, Tilde CEO Artūrs Vasiļevskis symbolically handed over to Anatolii Kutsevol, the Ambassador of Ukraine, a newly developed AI-powered translation platform designed to support Ukraine’s path toward EU membership. The project is being implemented with funding from the Latvian state budget and support from the Ministry of Foreign Affairs of Latvia and the Central Finance and Contracting Agency (CFCA).

The solution addresses one of Ukraine’s key accession challenges – translating national legislation and aligning it with the EU acquis, the entire body of EU law. This is a complex, resource-intensive process that requires high linguistic precision, legal accuracy, and institutional coordination.

The Latvian technology company Tilde is tailoring its state-of-the-art AI-powered translation platform for Ukraine’s legal and administrative texts. The system will enable secure, high-quality translation of large volumes of official content, reducing manual workload and helping to ensure consistency with EU legal terminology. While its primary focus is EU legislation, e.g., acquis translation, the AI platform can also support routine public administration tasks, such as translating emails and documents in a secure environment.

The platform will combine multiple components already used across EU institutions and governments: machine translation, translation memory, and a terminology portal. These will be explicitly adapted to Ukraine’s public sector needs.

The official launch of the first version of the platform took place today as part of the Riga Conference side-events program at the Academic Library of the University of Latvia. Participants included Minister of Foreign Affairs Baiba Braže, representatives of the Central Finance and Contracting Agency, the Embassy of Ukraine in Latvia, and Tilde. Its aim was to mark the official opening of Tilde’s AI-powered translation platform for testing, symbolically handing it over as a tool to support Ukraine’s EU integration.

Tilde CEO Artūrs Vasiļevskis: “We’re pleased that AI can be used to provide practical support for speeding up Ukraine’s EU accession. EU legislation translation is a highly time-consuming task, and this secure, tailored AI platform helps accelerate the process while ensuring translations are accurate and trustworthy.”

Minister of Foreign Affairs of Latvia Baiba Braže: “Ukraine is Europe – Latvia fully supports Ukraine’s merit-based EU integration process. Latvia is one of the leaders in providing significant political, financial, diplomatic, and humanitarian support. Our experts have shared Latvia’s experience of joining the EU and provided training and technical expertise. Ukraine faces the challenge of implementing comprehensive reforms amid wartime. One of the major challenges is translating national legislation and aligning it with the entire body of EU law. The Ministry of Foreign Affairs of Latvia is proud to support a translation platform powered by artificial intelligence, developed by the Latvian company Tilde, which has been chosen for this purpose.

Latvia’s achievements are recognized worldwide, especially in the fields of innovation, ICT, quantum technologies, AI, and other emerging technology sectors. One of the privileges of my work is meeting regularly with our entrepreneurs and learning more about their work and achievements. This is why I am very pleased that this year, the “Riga Conference 2025” will also include a Business Forum to showcase the achievements of Latvian entrepreneurs.”

Ambassador of Ukraine to the Republic of Latvia Anatolii Kutsevol: “We are deeply grateful to Latvia for this forward-looking initiative. This AI platform is a tangible contribution to Ukraine’s European path – helping us align our legislation with EU law more efficiently and precisely. It demonstrates how technology and partnership can bring Ukraine and the EU closer together.”

The solution is intended for use by key public sector institutions, including the Government’s European and Euro-Atlantic Integration Coordination Bureau and the AI Department of Ukraine’s Ministry of Digital Transformation.
