Spectee Inc. announced on February 5, 2026 that the Japanese government has decided to fund Spectee’s pilot project in Vietnam and feasibility study in Indonesia.

The two initiatives aim to demonstrate the implementation of Spectee Pro and flood forecasting solutions in Vietnam, as well as to assess the feasibility of introducing similar systems in Indonesia.

Through Spectee Pro, an AI-powered, real-time disaster prevention and crisis management service, Spectee is strengthening disaster response capabilities both in Japan and overseas. In the Philippines, Spectee has successfully launched full-scale operations. Meanwhile in Vietnam, Spectee has been developing a master plan for early warning system implementation.

This time with the support of the Japanese government, Spectee will further advance the deployment of Japanese disaster prevention technology across Global South countries.

Projects Overview

The initiatives consist of one pilot project in Vietnam and one feasibility study in Indonesia. Spectee will collaborate with local partners and Japanese companies to deliver solutions tailored to each country’s specific challenges.

  1. Vietnam: Pilot Project for Crisis Management Information Platform and Flood Forecasting Solutions
  • Partner Company: Aqunia
  • Project Summary:
In response to the Vietnamese government’s drive for digital transformation (DX) in disaster management, Spectee will conduct a pilot project to localize and optimize its AI-powered crisis management information platform, alongside flood forecasting solutions tailored specifically to Vietnam. The project ultimately aims to deliver a fully commercialized early warning system.
  1. Indonesia: Feasibility Study for Disaster Prevention Information Platform
  • Partner Company: INSPIRATION PLUS; Osasi Technos.
  • Project Summary:
This feasibility study will assess the potential introduction of a Disaster Information Integration and Analysis System for disaster-related instituitions in Indonesia. The system analyzes data from in-house organizations and external agencies, providing end-to-end support from disaster prediction to response.

In addition to social media data analysis, the study will explore the integration of related technologies such as water-level sensors to establish a comprehensive disaster information utilization platform.

Background and Outlook

As climate change intensifies and natural disasters become increasingly severe and frequent worldwide, developing countries particularly in the Global South face an urgent need to strengthen disaster prevention infrastructure alongside economic growth.

To date, Spectee has promoted disaster management DX through collaborations with government agencies and local authorities in the Philippines. In Vietnam, Spectee has also advanced a master planning initiative to identify locally optimized approaches.

With the backing from the government of Japan this time, Spectee will now accelerate full-scale implementation in Vietnam while laying the groundwork for business expansion in Indonesia as a new strategic market.

By exporting advanced disaster prevention technologies from Japan, Spectee is committed to pursuing its global vision of protecting people around the world from disasters.

The 9th Asia-Pacific Climate Change Adaptation Forum (APAN Forum) was held from September 29 to October 3, 2025, at the United Nations Conference Centre in Bangkok, Thailand. The forum was co-organized by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), the Asian Development Bank (ADB), and the Asia-Pacific Network for Global Change Research (APN), with support from the Ministry of the Environment of Japan, and managed by the United Nations Environment Programme (UNEP) and the APAN Secretariat.

This event is one of the largest of its kind on climate change adaptation in the Asia-Pacific region, bringing together researchers, policymakers, and practitioners to share knowledge and experience, and to build partnerships.

The theme of this year’s forum was “Resilience for all: Catalyzing transformational adaptation.” Based on the recognition that conventional, incremental adaptation measures are no longer sufficient, the forum focused on deepening discussions on “transformational adaptation,” which promotes major changes across entire socioeconomic systems.

From Spectee, Satoshi Negoro spoke at a session titled, “Harnessing Adaptation Tools, Early Warning Systems, and Public–Private Partnerships to Unlock Climate Finance and Build Resilience.” In disaster response, the capacity of the public sector alone is not enough, and leveraging the capabilities of the private sector is essential, highlighting the importance of Public-Private Partnerships (PPPs). Spectee’s expansion in Asia, in cooperation with JICA, the Ministry of the Environment, and the Ministry of Economy, Trade and Industry, is a form of PPP, and we shared our insights from this experience.

Joint initiative by Spectee, Japan International Cooperation Agency, and the Philippines’ Department of Information and Communications Technology to advance digital transformation in disaster management

MANILA, Aug 14 – Spectee Inc., a disaster and crisis management technology startup based in Tokyo, announced the official launch of the Philippine version of its AI-powered real-time crisis management service, Spectee Pro.

The grand launch ceremony of this new service was held at Novotel Manila Araneta Center in Quezon City, attended by distinguished guests including Luis Miguel Planas, Assistant Secretary of the Department of Information and Communications Technology (DICT); Takashi Baba, Chief Representative of Japan International Cooperation Agency (JICA) Philippines; and Naobumi Yokota, Minister for Economic Affairs of the Embassy of Japan in the Philippines.
Over 100 participants, comprising government officials, local government representatives, media personnel, private stakeholders and tech experts, gathered to mark a new milestone in strengthening disaster resilience in the Philippines.

In his opening speech, Spectee Founder and CEO Kenjiro Murakami reflected on the company’s journey since its founding in 2011 following the Great East Japan Earthquake. He highlighted the evolution and global expansion of Spectee Pro, emphasizing the significance of this launch in bringing Japan’s cutting-edge disaster management technology to the Philippines.

Currently, more than 120 government agencies and municipal authorities in the Philippines are already trialing Spectee Pro.
At the ceremony, case studies were presented by the Department of Social Welfare and Development (DSWD), Department of Public Works and Highways(DPWH), Quezon City, Caloocan City, Pasig City, and Lapu-Lapu City, showcasing the system’s effectiveness in rapid information gathering and decision-making during crises.

A key highlight of the event was a discussion on JICA’s new private sector partnership program. Unlike traditional government-led Official Development Assistance(ODA) projects, this model leverages the expertise of Japanese private companies to address social challenges in developing countries while supporting sustainable overseas business expansion.

On January 6, 2025, Spectee obtained Forecasting Services License (Flood) from Japan Meteorological Agency. This is the first case in Japan where a license has been granted for a private company’s flood forecasting method utilizing Artificial Intelligence (AI) models.

Based on this license, Spectee provides highly accurate river level forecasts in real-time using AI models analyzing water level observation data and precipitation forecast data. In particular, Spectee aims to contribute to mitigating damage and promoting prompt evacuation actions by enhancing water level predictions for small- and medium-sized rivers, which are at higher risk during heavy rainfall.

With the acquisition of this license, Spectee is committed to delivering information that helps reduce disaster risks in more regions.

◆Comments from Kenjiro Murakami, CEO of Spectee Inc.

In 2024, global annual average temperature reached the highest level. This trend of rising temperature is not limited to Japan but is observed globally, with predictions of more frequent extreme heat and flood-causing heavy rainfall events worldwide in the future.
Spectee has been advancing R&D activity on predictive technologies utilizing AI to address the growing occurrence of floods and other water-related disasters. Receiving official approval from the Japan Meteorological Agency marks a significant milestone toward the societal implementation of these technologies.

Furthermore, we are actively developing predictive technologies not only for floods but also for a wide range of disaster-related events. We believe that these technologies will eventually contribute to protecting society from disasters, aligning with Spectee’s vision to build resilient societies.
