Final version of PingTool

PingTool.exe for Windows (32 and 64 bit)
PingTool.jar for Windows and maybe Linux

Doesn't work on MacOS (UI works but it the ping command not)

-Other fix

That's the first version, keep in mind that I'm working in adding some other features.
Probably i will update it to the final version in the month of september.
