There was no initial convolution before when there was one in Google's code. The residual connection between hourglasses didn't match before, now they do. Before, the final residual downsampled. Now it doesn't. Co-Authored-By: David Li <[email protected]>

Description
This pull request adds the Hourglass backbone and its required Hourglass block (recursive encoder-decoder structure).
