This enables four additional Ruff rule families: S, PT, RET, and PERF. It includes the required code and test updates to satisfy the newly enabled checks. It also hardens changelog script git invocation by resolving an absolute git binary path before subprocess execution. Ruff now passes cleanly with the expanded rule set.
