This PR adds URI::Escape and Set::IntervalTree plus dependencies to the base installation of Perl-5.28.1-GCCcore-8.2.0 and Perl-5.30.0-GCCcore-8.3.0.
These modules are useful for a couple easyconfigs like STAR-Fusion and EnseMBLCoreAPI
