(created using eb --new-pr)

fixes an issue on one of our systems where we see the following error:
qhelpgenerator: could not exec '/usr/lib/qt5/bin/qhelpgenerator': No such file or directory error: failed to run qhelpgenerator on index.qhp

also updated the existing configopt, since this was actually being ignored
