I guess you could argue both ways, but since we already have a bunch of gawk easyconfigs using GCC as toolchain, it's better to stick to that and also use GCC for this (new) plotutils, and likewise for #15950 that in turns depends on this.

So, I will:

• close {tools}[GCCcore/11.2.0] gawk v5.1.1 #17454 (since we already have gawk with GCC/11.2.0, cfr. {tools}[GCC/11.2.0] gawk v5.1.1 #16164);
• go back to GCC instead of GCCcore here;
• also use GCC in {tools}[GCCcore/11.3.0] pstoedit v3.78 #15950
