Noticed while building #17249

rsync -a ./bin/* /dev/shm/branfosj/build-up-Ubuntu20.04/Kent_tools/442/GCC-11.3.0/userApps//bin/
/bin/sh: 1: rsync: not found

This PR changes the rsync to a cp.
