adding Doxygen since finding it in the OS is causing build failures in X11-20210802-GCCcore-11.2.0.eb on our 22.04 Ubuntu systems

(created using eb --new-pr)

This is strange though, my rhel based machines have never had any OS installed doxygen, so the absence of doxygen has never shown itself to be a problem building these

absence isn't a problem, it skips the stuff where it's used. Specifically, I'm seeing issues like:

doxygen xcb.doxygen
doxygen: /opt/york/easybuild/software/GCCcore/11.2.0/lib64/libstdc++.so.6: version `GLIBCXX_3.4.30' not found
