FLINT depends on BLAS so it must be higher than GCC. It also depends on NTL.

FLINT: Drop GCC level easyconfigs for GCC 11.2.0/11.3.0

They should be at gfbf/foss level depending on toolchain version due to BLAS being a depedency.
