I ran into this problem on a relatively minimal installation of Rocky Linux 8.7.

  GEN      doc/automake-1.16.1
help2man: can't get `--help' info from automake-1.16
Try `--no-discard-stderr' if option outputs to stderr
make: *** [Makefile:3743: doc/automake-1.16.1] Error 2

Since Autotools installed with system toolchain was added as a build dependency for XZ in #18250 it's worth fixing this.
