A newer version of packaging is included in Python v3.12.3 I'm not sure why packaging v23.1 extension was included in scikit-build.

It does not look to be needed in scikit-build-0.17.6-GCCcore-12.3.0.eb or scikit-build-0.17.6-GCCcore-13.2.0.eb either.

I expect it was needed in those two until we did #19651 and then it got copied over into scikit-build-0.17.6-GCCcore-13.3.0.eb. So I've opened #23259 to remove it from those two as well.
